9-3 base limited to 115mph?

I was doing some runs on a closed air base and I couldn't get the car over 115. Didn't matter whether I was in 4th or 5th gear. It's like the top speed limit has been changed by a previous owner. It pulls pretty well to 115 and then stops.

Any thoughts?
