passenger wiper not moving with driver wiper

does this sound like a bad motor?

the passenger wiper does not move at all when engaging the wipers, but the driver side works perfectly fine.

if you get out of the car and try to move the driver wiper up and down (against the windshield) it doesn't move. how ever if you do this on the passenger wiper, it moves freely....

what would cause this?
