Wheel refinishing advice needed

So let me start by saying paint/bodywork not my specialty ! On my 91T vert you can see in avatar I have a very nice set of 16" 9000 wheels. I have been contemplating refinishing those back to new condition ( think I have 1 rim that has a slight dimple on inside rim I noticed while was being balanced) or going back to 15" turbo twist rims for more sidewall and a better ride. The vast distance between the top of the front tire and wheel well on current rims bug me !!! Picked up a nice set of 15" and have removed tires, and gone over with 120 grit to basically scuff entire rims as well as smooth out some of the rash.
Q1) should I apply sandable primer/filler next?
Q2) what is the best thing for building back up the lip areas that has been curbed and screw driver marks at center cap area that I have sanded down ?
Q3) If Q1 is yes do I apply more primer after finishing repair of nicks and rash ?
I have paint and clear to finish..... Where does wet sanding come into play?
How many coats of finish before applying clear ?
Oh yea at what stage should I apply the finish light sanding and what grit... I have some 1200 I thought would be appropriate for final sanding?
