Gross evap leak P0455

I have a 2002 Aero stick shift. I have been trying to hunt down a P0455 for some time now. I have replaced the purge valve, fuel cap, evap check valves, ALL vacuum lines, apc, and diverter valve. I cannot find the issue. I took my car to a mechanic to have him smoke test the evap system, but found no leaks. Also since this error popped up, I have had significant power loss. Feels like boost pressure is cut in half, but gauge is still just before red.

EVERY place that may be under vacuum/pressure has been double checked and 90% of all seals and gaskets have been replaced during a head gasket job. I'm almost positive this is not an issue within the engine compartment. I noticed that the fuel tank never has pressure in it. when removing the gas cap, there is never a pressure relief sound.

Does anyone know of common fail points to check before dropping the fuel tank? check valves? Ive thrown enough money at this car with no luck.

I am starting to become really regretful of my Aero purchase. I have had a barrage of problems with this Saab. I have spent more time working on it than actually enjoying the Aero power. Any help is appreciated My smog is coming up very soon!
